Abstract

This essay seeks to analyze the way in which Law operates in a world of sovereign, yet interdependent, States. Thus, to answer the question of how effective are the norms of Public International Law, it is necessary to analyze the global context in which we are situated, and the circumstances in which States interact. In this regards, two sides of the same reality are opposed: power and law. The main focus of this research will be to determine which of these prevails in international relations.
