At present, the recognition of political rights to foreigners has received some openness in Europe and Latin America; however, the Marshalian vision of citizenship has not been overcome and nationality remains the determining factor for full recognition of the right to vote. The globalized world demands that the State evolve, leaving aside the fears and paranoia of the past, to allow for universal suffrage, genuine representative democracy and full democratic legitimacy. This article analyzes the right to vote of foreigners from the classical exclusionist tradition to the integration of foreigners through the denationalization of political rights, in order to contrast the different positions and scopes that have given it various countries of Europe and Latin America.
