Public services in Cuba, including health services, is a topic that is rarely addressed from the perspective of Law. The recent promulgation of the Constitution and the extensive medical collaboration of Cuba with other countries in the region are enough incentive to investigate the legal treatment of public health in Cuban legislation. We then respond to the question "right or public service" to continue defining the structure, operation, management of expenses, citizen participation in management and perception of the quality of public health in this Caribbean country.
