Abstract

Regarding Prof. Dr. Ricardo Rivero Ortega, and with the utmost respect, there is little left to say that has not already been stated and confirmed: he is a renowned professor of Administrative Law at the University of Salamanca, a century-old institution of higher education of which he once served as rector; a writer and educator, he is part of a lineage of administrative law scholars whose most recent and prolific exponents are himself and his father, Enrique Rivero Ysern. Thus, within his extensive scholarly work and efforts to disseminate knowledge, Prof. Rivero Ortega offers a systematic and innovative contribution to the general theory of public duties in the contemporary legal sphere. Thus, the Administrative Law Collection, edited by Santiago Muñoz Machado, welcomes a critical text that contributes to the debate on a legal aspect often overlooked in the context of the dogmatic expansion of rights: the conceptualization, legal regime, and scope of public obligations.
